This is very interesting, and very unexpected.
Why? Well, because I've been VERY interested (as mentioned in previous posts) in creating a new application for Dreamcast, however, the time costs of learning how to develop for Dreamcast, the graphics and stuff are quite expensive to me (as I'm pretty busy with some college projects right now). Maybe I could implement my app as a DreamShell module, just maybe...
In a nutshell I'm trying to design and develop a PIM (personal information manager, with calendar, appointments and to-do list, with online update) application for Dreamcast. My it prove to be useful, or just another application in the roster, I don't care. My goal is to give my Dreamcast a bit of a twist and also to be productive and helpful for the DC Dev community.

I have just taken a look at DreamShell, I'm still not that familiar with it but it does have some elements that I'd like to explore in depth a little more, the application itself seems to be suitable for some projects that we have on the back burner over here.

Your project sounds interesting, I'm not 100% sure what your intentions are with your proposed application, but from what I can gather, a DreamShell Module might be the right direction to head towards.
